Well, I'm not sure it's silly, really, rather than haunting or mesmerizing, but it's Over Time, "a student film, a tribute of sorts to Muppet creator Jim Henson, directed by Oury Atlan, Thibaut Berland and Damien Ferrie as a graduation project at the French animation/media school Supinfocom."
